The paper presents background information on the drug problem and ways in which the government has sought to fix it. The costs of drug abuse are astounding, but the criminal justice approach focusing on interdiction and incarceration has been unsatisfactory. ACP-ASIM believes that the time is right to enlist a medical model to treat this crisis.
